I. QUALIFICATIONS

•  Candidates must be 16 to 23 years old , Filipino, single, of good moral character, and a resident of South Cotabato for at least one year on or before June 30, 2009 .

•  She must be a representative of a local government unit or a family/organization of South Cotabato in a specific country. She may also be a South Cotabateño whose family is living abroad.

•  She must be at least 5 feet and 5 inches tall .

•  She must be able to communicate or express herself in Filipino and in English.

•  She must not have been title holder of any of these in the past years: Mutya ng Kultura at Sining or Mutya ng Turismo or Mutya ng South Cotabato

II. REQUIREMENTS: 

•  One (1) duly accomplished bio-data . Form to be obtained from the secretariat.

•  One (1) copy 5R half body picture and one (1) copy 5R full body picture (colored)

•  Certificate of residency in South Cotabato signed by the Barangay Captain of the barangay where the candidate resides

•  Endorsement from the Municipal Mayor for LGU's or family/organization abroad.

•  Designation of the Candidate's Coordinator from the LGU, private entities or other agencies that base in a specific country.

•  One (1) photocopy of candidate's birth certificate duly authenticated by the LCR

•  Medical Certificate attesting to the physical fitness of the candidate

•  Best in International Casual Couture

•  Best in Swimsuit

•  Best in T'nalak Haute Couture Evening Gown

•  Best T'nalak Haute Couture Evening Gown Design (Designer's Award)

•  Miss Friendship

•  Most Photogenic

IV. GENERAL GUIDELINES AND REMINDERS

•  The Artistic Director designated by the Committee shall be in charge of over-all artistic direction, production and choreography and no other choreographers, stage directors and music directors shall be allowed to intervene in artistic matters.

•  Attendance to pictorials is a MUST . Use of official attire is required during the pictorials. Only the make-up artist and coordinator are allowed to accompany the candidate during the pictorials

•  A candidate is allowed to bring 2 assistants at the backstage during the Pageant Night. The assistants may be the make-up artist, parent, friend or propsmen.

•  Winners of Special Awards shall be determined by sponsors who will be tapped by the Committee

•  The following are the official categories approved by the Committee to be selected by the Board of Judges:

•  Best in International Casual Couture

•  Best in Swimsuit

•  Best in T'nalak Haute Couture Evening Gown

•  Best T'nalak Haute Couture Evening Gown Design (Designer's Awards)

•  Miss Photogenic

•  Top Five (5) for:

•  Mutya ng South Cotabato

•  Mutya ng Kultura at Sining

•  Mutya ng Turismo

•  First Runner-up

•  Second Runner-up

•  Attendance to the Pageant Night shall be at exactly 5:30 in the afternoon

•  Sponsors of candidates shall come in formal attire during the Pageant Night.

•  The decision of the Board of Judges is final . Protests shall not be entertained.

•  All candidates are required to join the Opening Parade . A float shall be provided for the candidates.

•  The top five (5) finalists shall be required to join the T'nalak Parade on July 18, 2009 at 6:30 in the morning. The candidates are required to be in their T'nalak Haute Couture Evening Gown during the parade.

V. GUIDELINES FOR THE SWIMSUIT

•  Candidates shall be required to wear the prescribed two-piece swimsuit which shall be provided by the Committee for the competition.

•  Official shoes shall be used during the competition. Use of other shoes shall disqualify the candidate from joining.

VI. GUIDELINES FOR THE INTERNATIONAL CASUAL COUTURE

•  The International Casual Couture Competition/Opening Production number shall represent and celebrate the Global South Cotabateño by symbolizing the various countries of the world that the South Cotabateño has traveled to in search of work, employment opportunities and the proverbial “greener pastures”.

•  The candidates shall be dressed in International Casual Couture that represents the country of the world.

•  The Casual Couture may be modernized in concept, design and style but should still remain in essence, a clear representation of the pre-assigned country .

•  The Casual Couture should not be full-length or micro-mini

•  The Casual Couture should allow the candidate to freely and comfortably move without hindrance.

•  The Casual Couture may be enhanced with a headress and other relevant accessories.

•  The shoes and accessories to be used for this category shall depend on the design andstyle of the attire. Use of official shoes is not mandatory in this category

•  Violation of the rules is a ground for disqualification in this category.

VII. GUIDELINES FOR THE T'NALAK HAUTE COUTURE EVENING

GOWN COMPETITION

•  The T'nalak Haute Couture Evening Gown Competition shall represent and celebrate T'nalak as a traditional masterpiece, attesting to be the ultimate cultural emblem of South Cotabato .

•  The T'nalak Haute Couture Evening Gown shall use T'nalak cloth as its major material (75% t'nalak)

•  T'nalak that is used for the Haute Couture Evening Gown may be traditional or contemporary in weave and color.

•  The T'nalak Haute Couture evening Gown should be full-length, of any cut, design or style.

•  The T'nalak haute Couture Evening gown Designer is given the opportunity to express his/her artistic design and skill through the evening gown creation.

•  The shoes and accessories to be used for this category shall depend on the design and style of the attire. Use of official shoes is not mandatory in this category

•  Shoes and accessories to be used shall be included in the pre-judging.

•  The T'nalak Haute Couture Evening Gown shall be submitted to the Committee for display a week before the competition.

•  The designer must be a local resident of the Province of South Cotabato or a designer based abroad.

•  Violation of the rules is a ground for disqualification in this category.
